I assigned the "Friend Connect" sign-in module to all pages. I think that is why the Rate/Review was appearing in the same location on each page.

When I assign the Friend Connect to only the main home page, then the Review / Rate mambot appears at the bottom of the other web pages, where I thought it should be anyway.

Thanks for the info about the sign-in...
